This is not a bug. PGP always does this.

Yes, it would be better if TB simply (?) added the same additional
information as PGP itself, i.e. version and comments etc.

Well, IMO there are other bugs which should be fixed first, especially
MAPI support for Word, and S/MIME compatibility...
