Un/fortunately, no.  I recommend that you define you template in a
Quick Template, then the folder level templates become a simple one
line:
%QInclude="QT Handle"

Where you replace QT Handle with the unique name you gave to your
quick template.

Obviously this is not exactly what you were looking to do, so may I
enquire what is your purpose?  If your folders are for Mailing lists,
then you might be better off using Address book templates.  They offer
the flexibility of working in any folder and any account.  I won't go
into much detail regarding this discussion at this time.  I suggest
you read the article on the FAQ first,
