Sure, use a conditional regexp.  Try something like:

<one line>
%SUBJECT='%SETPATTREGEXP="(?(?=;;);;(.*)|(.*);;)"%REGEXPBLINDMATCH="%OFULLSUBJ;;(predefined
 subject)"%SUBPATT="2"'
</one line>

Sorry I don't have time to test this one right now.  Please let me
know if that works.
