Only ISFA it's what we're talking about <g>.
You can drag a parked message to the outbox, but the parking flag is
removed, not converted to a draft flag. You can drag a parked
message *anywhere*, but TB doesn't keep the parking flag. It has to
turn the flag off to move it and doesn't turn it back on when it
gets there. It's certainly like that in 1.49 (I just checked) and
has always been like that whenever I've tested it.
