Why would this delete the HTML part but retain the text part of the
message?

The cc recipients of the original message get lost. Instead of hitting
Reply All, you'll have to look in the old message and put them in
manually. I wonder if

Original Recipients: TO: %OToList
                     CC: %OCcList

in the macro would work. This way, you need to only c&p.
