I would give you a regex to improve your templates but as you are not using
The Bat! I don't know if it would work.

No it is not it is actually 9 lines (including 4 blank lines) as well as 9
PGP signature lines. He is also stating his MUA and OS platform which are
considered good practise on this list.

Because that is where PGP puts it.

For your information when PGP signs an email it must know when it starts
and when it finishes it does this by
[-----BEGIN PGP SIGNED MESSAGE-----]
to start the message and
[-----BEGIN PGP SIGNATURE-----]
[-----END PGP SIGNATURE-----]
for the PGP signature. Any lines in the email that start with [-] are
preceded with [- ]. There for a cut line will go from [--] to [- --].
The reason for using PGP
You can add a digital signature to your message, so your recipients will
know that the message came from you and is exactly what you said!
