Maybe I don't understand you correctly. If I can change the default
folder and tell all of the other folders to follow the default,
that's going to work for me. Now, which folder is the default
folder?

Perhaps I wasn't clear.
I don't think that there's anything to wish for. It all works as
advertised. New folders are created with the current defaults. All
folders which are set to follow the "Use default.." settings will
change en-masse when just one of them is changed.
What is missing in this scenario?
How should new folders be created, other than with the current default
settings?
