Do you mean "it moves the desired folder below the position you want
it to", or do you mean you "focused on one folder but the one below
this one is moved".
The second interpretation would be a bug (I have never encountered).
The first one is quite good as I found out in the last couple of days:
If a folder is moved from above it is put in above the folder I move
it to, if it is moved from below it is put below the folder I move
towards.
