Remember that TB!'s editor will wrap only one paragraph at a time. If you
try to select all paragraphs and hit the format command, all paragraphs
will be brought together as one and the entire text re-flowed as a single
paragraph which wouldn't be what you would want. I therefore don't really
see it as a bug but as a side effect of a limitation in the editor.
The %Wrapped macro is still very useful because it may be used to wrap
introductions, cookies and other single paragraphs.
