there used to be one ...
i still got a lng.zip (from Nov. '99) with a Dutch version of the user
interface, but of course a lot of menu items in 1.51 are missing.

i vaguely remember there was someone who made a utility to do things with
the language pack, like extracting only those languages you need.
can't remember if it also let you make and add translations ... and i can't
find the URL :-(
