This is because a plugin for PGP 7.0.3 is not yet available.

It depends, I guess.
Many use PGP without the TB! plugin. They simply use the PGP Tray which
allows you to sign, sign and encrypt, decrypt and verify messages with the
use of hot-keys. All you really need is to have the cursor in the body of
the message text when using the hotkeys.
However, if you wish to use PGP heavily and wish to have signing and/or
encrypting of messages automated in a selective fashion then you'll need
to use the TB! plugin. In this case I recommend the ckt version of PGP
6.5.8. It's available for download at <http://www.ipgpp.com/>. It supports
more encryption algorithms than the standard PGP 6.5.8 from NAI and it
also sports some other enhancements. It works just fine with the
6.0.x/6.5.x plugin.
