It's been my experience in the past that most ISPs who care about your

networks as well.
I'm CTO of a small ISP, and while we don't block email based on return
address, we do force all port 25 traffic off our network to go through
our mail servers. Purpose? To have logs to track through if someone
buys and account and then spams through it.
