An archeological dig discovered that on Tuesday, September 11, 2001 at
05:50 GMT +0100, William Moore [WM] typed the following:

Do you have "Combined Delivery" selected in the Account properties?
The mail dispatcher will not display itself if there are no messages
on the server. So if you meet the criteria above, then it would
appear that the dispatcher and Send button do the same thing.
That is just an illusion.
