It's not a problem, just that two things were happening at the same
time.  The dispatcher is simply a second way to retrieve messages from
the server.  When there are no messages on the server, there is
nothing for the dispatcher to do, so it doesn't appear.

The combined delivery option played no role in that, it merely caused
some confusion.  With that option checked *two* things happen, but as
stated above, one of them was redundant.

That means that the dispatcher and the 'Combined Delivery' option can
be used together with no ill effect.
