This is a bug in New Message which has been reported and confirmed on
TBBETA and which was cured recently (in the past few months) for Reply
templates.

Consider using alternating quotation marks ' and " otherwise you have
to keep doubling up quoted quotes.

That sounds like TB defaulting back to the last file used when it
can't find the one specified. A bug nonetheless.
