I hope this has been cleared - Option->Prefrences->General->HTML View

While  I  am  not  an  expert  my  self,  all  I  know  is  that TB does not down load 
the
images/graphics  from  the  web  like  OE  or other e-mail clients do. One way to view 
the
message is to open the HTML attachment in your browser.

Meanwhile you may be interested in looking at the archive (link below) on HTML viewing.
