Hi Joseph,

not confirmed here. As Nick proposed, select Privacy -- Open PGP -- sign &
encrypt - it's easier anyway if you use it on a per mail basis. Have you
tried to set the global options to encrypt and sign? Just for a test, I
mean. Does that work?
