Yes there has been. It has more to do with habits. But don't let us
step into a much broader discussion on why people do as they do even
if there are better ways (not implying that TB!'s editor is better a
priori).

Addressing "dull": There are some things in TB!'s UI that need to be
done. But shouldn't they have more to do with usability, i.e.
customizable tool bars, than taste? The only programme on which I use
those non-dull skins is Winamp. But that is only used once or twice a
year when I don't want to fire up bigger programmes to hear 10 secs of
MP3. Neither GetRight nor Opera gets eye candy on my machine. I prefer
"dull", technological looks that are easy to handle. After all I
adhere to "form follows function" usability as I use my computer as a
working machine (in every sense available).

There is a reason behind the basic feature layout in cars (pedals,
indicator switch, horn switch, light switches etc.). I personally
liked the old French outline specifically for the horn, but most
people prefer - for good reason! - the horn to be in the middle of the
steering wheel. Renault still puts it on the left switch lever, but
now also on the steering wheel (as those stupid little buttons like
BMW or Mercedes.

Dull is not my problem, OE, may not be dull, but I always have some
trouble finding my way in it, as many people have with Eudora or
Pegasus.
