It is her setting. TB is one of the few MUAs that uses and recognizes
the sender's initials before the quote signs. Therefore Pegasus doesn't
recognize your quoting and just reflows it.

You can place the following macro in your reply template before the
%QUOTES macro:

,----- [ Set alternate quotestyle (put this into your reply template) ]
| %QUOTESTYLE='%QINCLUDE="prefix"'
`-----

where "prefix" refers to this Quick template:

,----- [ Quick template "prefix" ]
| %IF:'%-
| %SETPATTREGEXP="(?im-s)^(X-Mailer|User-Agent)\:.*(Bat!|Becky|Gnus)"%-
| %REGEXPBLINDMATCH="%Headers"%-
| %SUBPATT="2"%-
| '='':'None':'I'
`-----

This will restrict the use of a quote prefix to replies to the people
who use a MUA which is capable of handling it (currently The Bat!, Becky
and Gnus).
