That's because it's not supposed to happen. It happened to me too
during the early beta tests. I don't quite remember what I did to fix
it, only that I was an isolated case and the problem was not
reproducible. I suggest: backup your accounts; delete the common
folders opting to "keep mail-base files intact". I remember fiddling
about at the OS folder structure level in the end to get it right.

Another thing to try is to keep a fail-safe copy of account.srx,
delete *all* folders then use the Ctrl-Alt-Shift-L key combo to
restore folders. I don't like doing this too often because it makes
extra folders under my primary account from my secondary accounts.

I know that the problem is solvable but don't remember how, because it
happened to me last year and I didn't make notes as I thrashed around
for a fix.

Because there is no behavioural change of any significance. Global
folders are simply ordinary folders that live outside the domain of a
single account. Nothing to explain about their behaviour - no change
to the help file.
