1.) .pst is only Outlook, OE will be no help when importing these message.
2.) No, you can't :-( At least not to my knowledge. The only application
    being able to read .pst _is_ Outlook, AFAIK.
    Not even Mailbag Assistant is able to open Outlooks .pst files, AFAICS.

You'll have to find somebody w/ Outlook installed, he/she will be able to
open these .pst files. But I don't know if Outlook will be able to export
all messages in a format you can import into TB!, I don't have any
Outlok-export-drivers installed at the moment.
In worst case you'll have to export every single message to a new file, or
even will not get any 'mail files' from this export you can re-import into
TB! (I've seen the possibility to export from Outlook to Excel-files ...
what the hell will my mail be in Excel? *stupid*)

So best solution for recovering the mails seems to be to install Outlook,
import the .pst files, use the import wizard from TB! and to de-install
Outlook ... with the downside LookOut might left some traces in your system
:-(((

I'm sorry not being able to provide some good news, but as I've seen in one
.pst file over here this is pure binary trash and I don't think somebody
will write a converter in the near future ... probably even due to the fact
MS is not providing all necessary format descriptions of .pst files :-(
