Fairly simply actually, but you are confusing two requirements: 1) A filter to intercept the required message (if it's not a manual event). This filter will result in the "Action" of "Send automatic reply" or, more appropriately in this case, "Forward" a message with attachments. You can set up this filter by focusing a candidate message and hitting <Ctrl-Shift-F> - Create filter.
