The options you wish to set on a per user basis are general options
that are stored in the registry. The only way they can be set on a per
user basis is if the users each logon as a different Windows user.

Another more convoluted way would be to have each user at launch time
overwrite the TB! registry entries with their own, each time they
start TB!. This would involve the use of batch files which are run
when TB! is closed and restarted for each user. I don't know if you're
up to it.
