Sure. You can do this with any filter. On the first page of the filter configuration panel, there are two toggles at the bottom. One is 'Active' and the other 'manual only'. Select the 'manual only' option to make the filter manual only. Of course, for the filter to work, you have to enable it by selecting the 'active' option as well. ACM>> Try it. If you're not trying to manually run filters on common folders then yes, something is wrong with what you're doing or there are no messages in the folder that matches the defined strings.
