Has to be the server. Why? Because TB sends out only one copy of the
message. The server bursts it into a separate message for each
addressee (although it might send one copy with multiple RCPT
envelopes when multiple recipients are on a single server). That means
that if *any* recipients see the message then TB sent it out intact.
