Perhaps this is a stupid question, but are you sure that you are using
"Send" or "Put in Outbox"?  Are you sure that you are not using "Save
as Draft"?  In other words, how are you hitting send?

The only thing I can think of is you are hitting the wrong key
combination or icon.  By default, <Alt><F2> parks the message in the
outbox (draft) whereas <shift><F2> puts it in the outbox for sending
at the next attempt.
