Not vague, just chancy. (It involves waiting for an iffy,
uncontrolled scenario). So I took your advice, with the following
results

That was already done.

And of course, it was. I deleted it manually from the server without
downloading it.

That's not what I did - I resent the message.  IAC, with an active
filter set the message DID show up on the mail dispatcher BUT - the
mail dispatcher had already configured the message to be deleted
without being downloaded, so all I had to do was hit F2.

End of experiment (now we know how the Kill filters work).
