Simply deleting a message will only mark it as deleted in the message base. You can restore it by Folder/Browse deleted messages. After you have compressed a folder the message is entirely removed from the message base. > I see folders can be wiped but not the individual messages. Moving a message into another folder (at least I suppose so) will only mark it as deleted in the old folder and insert it into the new folder. You can delete the message, compress the folder an then (if you are using WinXP Prof.) call cipher.exe from the command prompt using the /w option which will wipe unused space on the entire volume.
