OK, mine was set to English (UK).

I can fully confirm this! I have set my region to Chinese (Taiwan),
and now the attachment default file is "*.*". You have saved my life!
(Well, not quite, but you have solved a long-standing mystery.)

Does this apply only to Chinese? I would think this applies to CJK,
but only to CJK. But what bothers me, I cannot explain it.

Can anybody else who is not using traditional Chinese confirm this, be
it double-byte or single-byte languages?
