No, it's a free reporting service although there are some things you
get with a paid account. Personally, I've never seen that reporting to
Spamcop does much. Most of the big spammers are on Verio, Exodus or
some Asian ISP. Verio & Exodus are spam-tolerant don't do anything
other than wag their fingers at their customers and say "take that
name off your list". 2 months later it's back on. The Asian spamhauses
of course just keep pumping their crap out no matter what. "Click to
remove" is another term for "Click to verify".

I have seen some small time spammers get TOSd through SpamCop and I'm
sure their blacklist is worthwhile but it's not going to reduce your
spam if you report things to them. IMHO.
