I think you won't find a program like that, because it goes beyond the
capabilities of the POP protocol. The protocol allows you to receive
and/or delete the mails in the server, but there's no command to
send/redirect an incoming mail.

Maybe if the mail server provides web access, you can use their site
to send the message.
