Not without a macro tool such as PowerPro. With PowerPro you can
create a macro that does all the steps you need and then assign it
to a single hotkey that works only when the main TB! window is in
focus. In this way, you could use a 'r' for instance. When you wish
to reply to the original sender you simply hit 'r'. Not to worry.
When the editor window is in focus, your 'r' key will work as it
should. :)

If your needs and thoughts of what you wish to achieve are going in
this direction, then I suggest that its time to install a macro
tool. PowerPro is very good and is free. I've done some of TB!'s key
remapping with PowerPro. I've also created a similar macro to what
you want, using a powerpro macro. I wish to be able to reply to the
original sender, quoting selected text. I therefore remapped CTRL-F4
to run a PowerPro macro instead. The macro configuration window is
here:

Here, CRTL-F4 executes the macro which sends the F4 command and then
applies the quick template with handle name 'fa'.

You could create a similar macro for replying to all quoting only
the selected text.

You could use the macro I mentioned.

%IF:"%Toaddr"="":"%To='your mailing list address here'":""

What that macro is doing:

If the message To address field is blank, then put the mailing list
address. If it's not blank then leave the address field as is.
