In the definition lies the solution. There is a simple fix to all of
this that involves neither TB nor the web site author:

This is process is handled by the defined mailto: handler as
specified in the registry. All you have to do is to add delimiting
quotes to the %1 parameter in the definition.

Malformed Mailto links work perfectly if the definition of mailto is
changed in the registry to enclose %1 in double quotes.

Of course, it could be said that there is a bug in the TB install
procedure that registers the mailto: handler <g>.
