No. It is an email program, HTML is used for webpages :(

The long answer is that people who use email professionally and/or
receive a lot of email or want to read their email on there PDA or
telephone or are on a slow dial-up connection don't really want all the
overhead of HTML email.

Sort of. They are called templates and they come as
account/folder/addressbook/and personal versions as new/reply and
forward template.

Have a look at account|properties|templates (these are the account
templates)
