You can use Windows built-in support for entering 'foreign' characters. For example alt+0233 (on the numeric keyboard) produces �, alt+0232 produces �. The result will depend on the fonts you and your recipients are using, though. Do a Google search for ANSI character sets -- you should be able to download one.
