Amen! There should be an internet license for newbies! They should all start with a < 14.4k modem (preferably 1.2k or slower) and have scripted UUCP connections. They would have freeware email and newsreaders (preferably something written about 10 years ago) and have exhorbitant connection fees which are time-based. THEN they would understand how things are *supposed* to work and how easy they have things today. I know plenty of folk who still can't distinguish between the act of connecting to the net (i.e. dialup) and the use of that connection for a variety of protocols (i.e. HTTP, email, IM).
