it's very simple. You are on an office computer, owned by THE COMPANY.
THE COMPANY says you are not allowed to add software to their computer
on penalty of being fired. THE COMPANY has bots that run through the
network at night, spying on computers on the network, looking for
suspicious files and programs. On some computers, running win2K, the
average user DOES NOT HAVE ADMIN rights to add software, so you have to
ask their IT people to add it, and they of course say NO.
