Does Frank process all mail for all users and then pass to the
workstations? That is, is it a mail server? If a workstation, running
TB, pulls the mail from a POP server on the internet, then it should
do its own AV. If it only pulls mail from Frank (which has already run
an AV email scanner), then it doesn't need to do more AV scanning.

We use a mail server (Mdaemon) on a server that processes everyone's
email from our ISP but choose to let all workstations do their own AV,
using an enterprise AV program. We also use a filter on the ISP's
system that blocks all executable attachments and that has eliminated
almost all viruses. This particular network does not have any
workstations with TB :-(
