Ah, I didn't read carefully enough :-(  Off the top of my head,
change the option to Regex and change those two lines as appropriate
(so if you had [EMAIL PROTECTED], change it to [EMAIL PROTECTED]).
Then add these two lines with Add (all ANDs):

     Filter    Where   Presence
     ^To:.*,   Kludges    No
     ^CC:\s    Kludges    No
