There's no simple answer to this other than a logical one. Create
your preferred default templates as shared Quick Templates called
DefNew, DefReply. Then for every new account, delete the default
template contents and insert in their place %QINCLUDE="DefNew",
%QINCLUDE="DefReply", etc.

It's not instant, but it is easier.
