You haven't missed anything. Apparently this is planned for future releases in the near future. The inbuilt integration for PGP v5,6,7,8 works pretty much like how the previous plugins worked when doing these sort of key management manoeuvres. How is it that you wish to add a public key? Usually, if the PGPKey is in the message text, then doing a verify, or using the 'import PGP certificate' command from the Tools/Message Security' options will initiate the importation process. If you attempt to verify a signature and you don't have the key on your keyring, PGP's autokey finder will start provided you configured PGP to do so. If you're using the internal PGP which is v2.6, then I'd not advise this since you're stuck with using only RSA keys. CS> or check a key online, nor to export your generated key to a key CS> server.
