It takes no more than an IP block scan to see who is on-line on any ISP's network and from there a simple port scan and if one is found to determine if it's open and exploitable. It makes no difference whether you are on dialup, cable or DSL. The only thing that matters is how long you are on-line, you have a port open that can be accessed through and that you are on-line long enough for the other end to do their deed. Anyway ... Takes a matter of seconds to install a dropper on any system.
