First of all, I didn't test this. ;-) Create an incoming filter for your Daily Dilbert Mail that extracts the attached file to disk and let the same filter start an external program, in this case your browser with a parameter that makes it open your attachment. Since 'extract attachment' is lower on the actions tab than 'run external program' there's a possibility that the browser will be called before the file exists.
