There must be two %To macros, but if you look again, you'll see that
the quotation marks are balanced.
The %To macro adds an address to the To: header, the only exception is
when you're using %To="", that clears the To: header.
What the macro above does, could be placed on two lines:
%TO=""%-
%TO="GnuPG Users <[EMAIL PROTECTED]>"
First you clear the To: header, then you add an address.
