Let me rephrase that: do they have to be encoded?
I suppose so.
  If so, I cannot be of any help.
  The only encoded files I send are PGP-files.

I suppose that depends on how many (and from what sources) you get.
A few times a week I get a new release of an excel file I use professionally.
I have a Shortcut on my desktop to start it. When the message arrives it
automatically copies the new file over the old one, so I'am always sure to
use the latest version. I keep the most recent message + the last but
one. I don't have to seek for the attachments: they are in the folder.
The same applies to messages/attachments from other partners: they all have
their own folder.
