The problem was that I used the "RFC Headers" command to look at all the headers in the message just before replying. In all other e-mail clients that I have used, quoting never includes the headers, regardless of how many headers are being displayed in the message view window. Now I know that The Bat! has this behavior and I'll watch for it.
