What are your settings for automatic checking? That would be under options/periodical checking in the account properties dialog. If you have messages on the server, the dispatcher should pop up when the automatic check is performed. Manually - Select the account you want to use. Either use the shortcut keys - for New Messages it's <Control> + <F2> keystroke combination and for All Messages it's <Shift> + <Control> + <F2> or on the menu go to Account/Dispatch Mail on Server/ and there are two options - one for All and one for New.
