Releases aren't secret as far as I know - but perhaps I'm not in on the secret. Are you on the TBBETA list? That's where all the interim/beta/release candidate announcements get posted. As far as official releases, I believe they do get announced here. Although, it seems like 2.04.04 was released as an official version 24 hours ago, so you bring up a good point.
