There has to be a separate contact for each. Usually it's only the
first address that's used.

For each address entry properties, there's an option under the 'Other'
tab, 'Automatically add secondary addresses to the BCC field'.  I'm
not sure how this option works when sending group mail.

I don't consider the current behaviour buggy since you may wish to add
only some of the addresses from the CC header. You can prevent the
addition of the others by cancelling and ok'ing as you go along.

You've unsurfaced a limitation and a wish to have a 'skip', 'skip all'
type of system is better. It's  more functional and even moreso, it's
pretty standard functionality in such settings.

For each CC address you'll have  [OK]  [Skip]  [Skip all]
