TB considers the HTML part of the message as an attachment
(technically that's correct) and TB doesn't filter on the content of
attachments. (Consider haw that would slow filtering while receiving
two or three MB attachments)
So for now you're without luck.

As these messages have a fixed layout, they might have other things in
common. (Sender address, the way you're addressed, some special
subject or other header....) Maybe you could filter on that.
